Charlene was born into the world April 7, 1995 in Cincinnati, Ohio and born into eternity October 4, 2022 at St. Elizabeth Medical Center in Fort Thomas, Kentucky. She is survived by her mother Allison Harlow. Her sister, Charlotte Harlow. Her son, Jackson Shepherd. Charlene is also survived by many nieces, nephews and cousins. Charlene loved reading books, painting, and going hiking. She also really enjoyed cycling. Charlene will be deeply missed but she is at peace now and will be with her father, Elmer.
