The Honorable Burma Jean Shipman, 91, passed away peacefully on March 17, 2025, in Chadbourn, North Carolina. A trailblazer in the legal field and a beloved matriarch, Burma Jean’s life was marked by dedication to justice, family, and community.
Born on January 8, 1934, in Chadbourn, North Carolina, Burma Jean’s early years were shaped by a strong sense of purpose and a deep appreciation for education. She attended Dunbar High School in Washington, DC where she spent two formative years that left a lasting impression—so much so that she wore her class ring until the day she died. It was during a spring break visit to Richmond, Virginia that she met Hollis Shipman, the love of her life. Their bond only deepened over time, especially during her college years at Howard University in Washington, DC. where Hollis was a frequent guest at fraternity house gatherings. Burma Jean often reminisced about those joyful days filled with friendship and laughter.
After graduating from Howard University, Burma Jean pursued her passion for justice at the University of Virginia School of Law. She and Hollis married in 1961 after her first year of law school, beginning a loving partnership that would span more than sixty years until Hollis’s passing in 2023. She earned her law degree in 1963 and began her career at the firm of Downing and Andrews in Hampton, Virginia.
In 1973, Burma Jean was elected as a Juvenile and Domestic Relations Court Judge—a role she embraced with compassion and integrity until her retirement. Her courtroom was a place of fairness and hope; she believed deeply in second chances and worked tirelessly to support children and families navigating difficult circumstances. Her work was not just a profession—it was a calling.
Burma Jean and Hollis built their life together in Hampton, where their home became a hub of warmth, laughter, and hospitality. Known for her ever-present smile, quick wit, and gentle honesty, Burma Jean had a gift for making everyone feel welcome. Friends fondly recall her knack for giving lifelong nicknames and her enjoyment of good conversation over a cocktail—all delivered with grace and charm.
Family remained the center of Burma Jean’s world. She often said she became a judge to spend more time with her children. She and Hollis rarely missed an athletic event or school activity. As their children grew into adulthood, Burma Jean and Hollis continued to be active presences in their lives—frequent visitors at Hollins College and the University of Virginia—where they became legendary for their inclusive tailgates that welcomed all.
Later in life, Burma Jean embraced the role of “G-Ma” with heartfelt joy. She cherished every moment spent with her grandchildren and great-grandchildren.
Burma Jean is survived by two sisters, Ernestine Page and Barbar Jean; two daughters, Valory (Antonio) Howie and Anna (Brock) Price; two sons, Robert (Regina) Sturdy and Timothy (Janet) Williams; one grandson Rhyne Howie; special grandsons Austin and Trevon; four granddaughters Bri, Taz, Tasha, and Shay-Shay; Donovan; numerous great-grandchildren; nieces; nephews; one special childhood friend St. George Tucker; and Randolph Durden. She was predeceased by her parents and her beloved husband Hollis.
Beyond family life and professional accomplishments, Burma Jean gave generously to her community. She was actively involved with the United Way and The United House of Prayer for All People. Her commitment to improving the juvenile justice system in Virginia reflected both her legal acumen and compassionate spirit.
